About this opportunity
The University of North Carolina at Asheville is requesting proposals for complete porter and housekeeping services across four student life facilities under an RFP issued June 23, 2026, with proposals due July 30, 2026 at 5:00 p.m. and a mandatory site visit at Highsmith Student Union on July 13, 2026 from 2:30 p.m. to 4:30 p.m. All vendors must be registered as North Carolina vendors in good standing through the eVP and meet mandatory compliance certifications including E-Verify requirements, financial stability certification, and background check authorization; a 10% HUB participation goal applies.
The scope spans Highsmith Student Union (daily presence 7:00 a.m. to 11:00 p.m. Monday–Friday and 9:00 a.m. to 11:00 p.m. weekends), Brown Hall (three daily cleaning cycles on the third floor and once-daily service on the second floor), 118 WT Weaver Health and Counseling Center (once-daily service Monday–Friday), and Weizenblatt Hall University Police facility (once-daily service Monday–Friday). The standard of performance is APPA Level 2 Ordinary Tidiness or Level 3 Casual Inattention daily. The contractor must furnish all equipment, supplies, cleaning products, and materials; designate a contract manager and on-site supervisor available Monday–Friday 7:00 a.m. to 4:00 p.m.; and participate in quarterly performance reviews. The university will remove existing equipment upon award and provide designated storage areas.
The initial contract term is three years with an option to renew for one additional one-year term. Award is anticipated by August 7, 2026, with an effective date of August 17, 2026. Evaluation uses a best-value methodology considering total cost of ownership, technical approach, vendor qualifications, and references from at least three comparable projects. Vendors must submit pricing for each facility and a total cost structure in Attachment A. Written questions are due July 20, 2026, with responses by July 23, 2026. Contact Jonathan Clancy at 828-232-2285 or jclancy1@unca.edu.
