About this opportunity
The Philadelphia Housing Authority is requesting proposals for housekeeping services and resident educational training for public housing units, with proposals due November 13, 2026. The scope encompasses on-demand housekeeping for units identified through PHA's annual inspection of approximately 12,000 units and quarterly (or evening-scheduled) resident training workshops for occupants who fail housekeeping inspections. PHA makes no guarantee regarding the minimum or maximum number of units or training sessions ordered during the contract term; all work is issued through individual work orders.
The contractor must furnish all personnel, supervision, labor, cleaning supplies, equipment, and transportation. Housekeeping services are performed Monday through Friday, 8:00 a.m. to 5:00 p.m., unless otherwise authorized. The contractor must acknowledge work order receipt within one business day and coordinate scheduling within two business days. Standard and heavy/restorative cleaning categories are included; deficient or rejected work must be corrected at no additional cost within one business day of notification. Work completed after the deadline without PHA approval incurs a 5% performance deduction per workday of unexcused delay. Resident training sessions are generally conducted quarterly on-site in PHA community spaces, with evening sessions available to accommodate resident schedules.
Pricing must be structured as firm unit prices by unit type (efficiency through 6-bedroom), service classification (standard and heavy/restorative), and training format (group workshops per session or individual/small-group hands-on training). All unit prices must include supervision, labor, supplies, equipment, transportation, overhead, and profit except for separately reimbursable items identified by PHA. The contractor must demonstrate quality assurance through final inspection acceptance, maintain competent personnel subject to PHA approval, and comply with all applicable safety requirements, including maintaining Safety Data Sheets for chemical products. Invoices must reference work order/purchase order numbers, property locations, service dates, service classifications, unit prices, quantities, and total charges.

Opportunity text
The Philadelphia Housing Authority requires a qualified Contractor to provide housekeeping services for units identified by PHA and to provide educational training and workshops for residents who fail housekeeping inspections. PHA conducts annual housekeeping inspections of approximately 12,000 public housing units. Some units may fail inspection due to the quality or lack of housekeeping performed by the occupant. The approximately 12,000 units represent the annual inspection population and do not represent a guaranteed quantity of cleaning assignments. Housekeeping services will be ordered on an as-needed basis through individual work orders. PHA makes no guarantee regarding the minimum or maximum number of units or training sessions that will be ordered during the contract term.
