About this opportunity

The University of North Florida is requesting qualifications for construction management services on the Honors College Academic Building, a 19,000 gross square foot academic facility in Jacksonville, with proposals due May 26, 2026 at 2:00 PM EDT and a pre-proposal meeting scheduled for April 30 at 1:00 PM via Zoom.

A Florida General Contractor license in good standing and current Florida Division of Corporations registration are mandatory. Applicants must not be debarred or disqualified from UNF and must have no public entity crime convictions within 36 months.

The scope spans pre-construction services including cost estimates, constructability reviews, code compliance analysis, and project scheduling; Guaranteed Maximum Price (GMP) development; and construction phase services as single point of responsibility for publicly bid trade contracts. The facility will house classrooms, offices, study spaces, and student support areas, with potential additions including meeting rooms, group study areas, auditorium space, and makers spaces. Substantial completion is targeted within 547 calendar days of project commencement, with final completion within 60 additional calendar days. The contractor must submit the GMP within 30 calendar days of Notice to Proceed.

The project budget totals $15 million with approximately $12.6 million allocated for construction. The construction management contract is structured in two phases: Phase One (pre-construction services) carries a fixed negotiated fee, and Phase Two (construction services) operates under the GMP. Overhead and Profit is set at 4%, with shortlisted firms required to submit sealed fee proposals offering additional discounts following interviews.

Evaluation weighs 70% interview ranking and 30% fee ranking. Selection criteria include demonstrated experience on six similar projects, two examples of on-time and on-budget delivery with success strategy, team qualifications and availability, company philosophy on scope and budget changes, and competitive differentiation—each valued at 20 points. Questions are due May 6, 2026, with responses provided by May 12. Payment and Performance Bonds are required with GMP submission; liquidated damages may be assessed as determined by UNF prior to GMP submission.
