The program will support approximately 3,300 service slots statewide, with up to five lead agency contracts anticipated per Coordinated Access Network region. The contract term is three years beginning July 1, 2027, with potential Department extension based on funding availability. Proposers must submit three years of audited financial statements demonstrating financial stability and develop budgets with minimum staffing costs of $100,000 annually per full-time equivalent.
Performance metrics require at least 90% of enrollees to have prior residence of literal homelessness, at least 80% housing retention for two years post-enrollment, permanent housing placement for at least 80% of enrolled consumers, and connection of at least 90% of engaged consumers to community resources including behavioral health services. A letter of intent is due October 8, 2026. Questions must be submitted by October 22, 2026 at 3:00 PM EST, with answers released November 5, 2026.
