About this opportunity

The City of Fayetteville, North Carolina is requesting bids on the Hogan Street Multi-Use Trail Project under ITB, with bids due August 20, 2026 at 2:00 p.m. at City Hall and a non-mandatory pre-bid conference on July 30, 2026 at 10:00 a.m. The City has established a Small Disadvantaged Business Enterprise (SDBE) Program with a 10 percent SDBE participation goal; bidders must either meet this goal or document good faith efforts to achieve it, with a minimum of 50 points required across defined effort categories.

The scope encompasses the installation of approximately 1,030 linear feet of 8–10 feet wide multi-use trail and curb & gutter along the south side of Hogan Street between Madonna Drive and Murchison Road. The project is funded through Public Infrastructure General Obligation Bonds and has an expected duration of 180 days. Performance and payment bonds compliant with North Carolina General Statute Chapter 44A are required upon contract execution.

Contractors must perform at least 40 percent of the total original contract amount with their own workforce, except for specialty items and SDBE subcontracts. Bid security of 5 percent of the bidder's maximum bid price (base bid plus all alternates) is required in the form of a bid bond, cashier's check, or certified check made payable to the City of Fayetteville. The SDBE Program targets small local suppliers and contractors located in Cumberland and Hoke Counties. Written questions are due August 4, 2026 by 5:00 p.m. Bidders must register as plan holders on the City's website at https://www.fayettevillenc.gov/City-Departments/Finance/Purchasing/Bid-Opportunities to receive official addenda and notifications. The primary contact is Kimberly Toon, Procurement Manager, at kimberlytoon@fayettevillenc.gov or (910) 433-1942.
