About this opportunity

Victoria County, Texas is requesting Statements of Qualifications from licensed professional architectural firms to establish a three-year pre-qualified pool for historical architect services on County facilities with historical significance, including the Victoria County 1892 Courthouse, with responses due July 30, 2026 at 2:00 p.m. CST. A non-mandatory pre-qualification meeting and site visit is scheduled for July 16, 2026 at 2:00 p.m. CST at the Victoria County Courthouse.

The scope covers historical structure research, pre-design services, analysis and design of existing sites and structures, building condition assessments, construction documents preparation, adaptive reuse planning, materials conservation, ADA evaluation, code studies, and construction administration assistance. Firms must be licensed professional architectural practices.

The County will establish a pool of pre-qualified firms and award individual contracts on an as-needed basis for specific projects. Inclusion in the three-year pool does not guarantee work awards. The County reserves the right to modify the process, reject submissions, extend deadlines, and disqualify non-conforming responses.

Evaluation criteria are weighted: Firm's Historical Architectural Service Experience (30%), Firm's Experience with Similar Projects (30%), Qualifications of Proposed Personnel (20%), Reference Projects (10%), and Firm's Proximity (10%). Firms must score 80 or higher to be considered highly ranked. An evaluation committee will review submissions and may interview highly qualified respondents.

Submissions must be made electronically through Beacon Bid and include four tabs: firm information, firm experience, firm capacity with personnel resumes, and required certifications and forms including non-collusion certification, conflict of interest questionnaire, Form 1295, Israel Verification Form, debarment certification, felony conviction notification, and W-9. Contract award is anticipated for August 17, 2026. Questions are due before the July 16 pre-qualification meeting.
