About this opportunity
The New York State Department of Transportation is soliciting proposals to develop, implement, and support a replacement for NYSDOT's PermiTrack Online Highway Work Permit System under RFP C038208, with proposals due October 8, 2026. The RFP is anticipated for release on August 20, 2026.
Interested firms must submit a one-page Letter of Interest to Ryann.LaVigne@dot.ny.gov including firm name, address, contact person, email, and phone number to receive RFP notification and updates. Submission of an LOI does not commit a firm to proposal submission but ensures notification when the RFP is posted to the NYSDOT website at https://www.dot.ny.gov/business under "Consultant Service Opportunities."
The base contract term is three years with two optional one-year extensions available. The proposal due date of October 8, 2026, is subject to change if the RFP release is delayed; any extension will be announced via email to LOI submitters.
Communications regarding the procurement must occur through the designated contact identified in the RFP; exemptions include participation in a pre-proposal webinar or conference and protests of improper conduct. Compliance with New York's State Procurement Act lobbying law applies.
The full project scope, evaluation criteria, budget, and technical requirements will be available in the RFP upon release.
