About this opportunity
High Pointe Ranch Municipal Utility District No. 1 in Aubrey, Texas is requesting sealed bids for construction of earthwork and drainage facilities serving approximately 20 acres, with bids due August 12, 2026 (note: the bid book states an earlier deadline of July 30, 2026 at 2:00 PM, which appears to be the controlling date). An optional pre-bid conference is scheduled for July 23, 2026 at 3:00 PM via phone.
The scope encompasses large clearing and mass grading projects typical of residential development infrastructure. Bidders must demonstrate experience through submission of five completed earthwork projects of similar size and scope completed within the past five years — a substantive qualification filter.
Bid security of 5 percent of the maximum bid price in the form of a certified check, bank money order, or bid bond must accompany all submissions. The successful bidder must execute the contract and furnish required bonds within 10 days of receiving the Notice of Award, which the District will issue within 90 days after bid opening.
Insurance requirements include workers' compensation with $1,000,000 employer's liability limits; commercial general liability of $1,000,000 per occurrence with $2,000,000 general aggregate; business automobile liability of $1,000,000; umbrella liability of $5,000,000; and all-risk contractor's equipment coverage at 100 percent replacement cost. Work must comply with prevailing wage rates, City of Aubrey Technical Construction Standards, and the Standard Specifications for Public Works Construction published by the North Central Texas Council of Governments.
Bidders must submit a Qualification Statement of Bidder, Conflict of Interest Questionnaire, Form 1295, and IRS Form W-9. Questions are due July 27, 2026 at 2:00 PM and should be submitted in writing through CivCast or to kyle.brockman@kimley-horn.com. Complete bidding documents are available via CivCast at www.civcastusa.com beginning July 16, 2026, or may be picked up at Kimley-Horn and Associates, Inc., 6160 Warren Parkway, Suite 210, Frisco, Texas.
