About this opportunity

The City of Bartow Electric Department is soliciting bids on three medium-voltage outdoor vacuum circuit breakers to replace obsolete units at the Church Street Substation, with bids due August 12, 2026 at 2:00 p.m. and questions due August 4, 2026 at 4:00 p.m. The City affords local vendor preferences and preferences for Veteran Business Enterprises (VBE) and Women/Minority Business Enterprises (W/MBE) within specified percentage thresholds based on bid value.

Bidders must be pre-approved manufacturers; ABB type R-MAG, Siemens type SDV7-MA, or approved equals are listed. Each breaker must be 3-pole outdoor type, 15 kV maximum voltage rating, 12.47 kV nominal operating voltage, 1200 amperes continuous current capacity, 20 kA minimum short-circuit current, and 3-cycle interrupting time, compliant with IEEE C37.04 and C37.06. Factory-installed control includes one SEL-351S Protection System Relay with completely integrated wiring and pre-installed current transformer leads, terminal blocks, and control wiring. Current-carrying parts must be copper or copper alloy; external hardware must be stainless steel type 316; bushings must be dry or sealed-condenser type. All equipment must be fully assembled and factory-tested, meeting IEEE, ASTM, and NEMA standards. Deliverables include shop drawings (within 60 days of purchase order), instruction manuals, IEEE C37.09 factory test certifications, as-built submittals in AutoCAD 2025 format on USB drive, operation recording test charts, and recommended spare parts with part numbers and costs. All metal surfaces must meet ASTM A123 standards for galvanizing; paint finish must be ANSI 61 or ANSI 70 gray with minimum 5-mil dry film thickness. Enclosures must be weatherproof stainless steel or aluminum, mounted at least 18 inches above baseplate, with stainless steel hinges and 3-point heavy-duty latches.

The manufacturer must provide two-year minimum warranty from delivery date. A factory-trained service engineer and qualified shop facilities within 400 miles of the owner's location must be available on 24-hours notice. The contract term is one year from award with options to automatically renew for two additional one-year terms. All prices must be F.O.B. destination (City of Bartow) and remain firm for the original contract period; price decreases flow immediately to the City. Award will be based on lowest responsive and responsible bid for all items combined, though the City reserves the right to award by individual item or group. Comprehensive submission documentation is required, including Qualification Statement, Bidder Incorporation Information, drug-free workplace certification, debarment certification, lobbying certification, immigration law affidavit, E-Verify certification, public entity crimes statement, non-collusive affidavit, scrutinized companies certification, labor coercion affidavit, three project references, current Certificate of Insurance, and technical compliance certification. Failure to submit required forms renders the bid non-responsive.
