About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids for radiology and electrocardiogram (EKG) read and over-read services for 11 state hospitals and 13 State Supported Living Centers across Texas, with proposals due July 20, 2026 at 10:30 a.m. Central Time. Questions are due July 10, 2026 at 1:00 p.m. Central Time.

The contractor must provide radiological and cardiological interpretation services at facilities in Abilene, Austin, Big Spring, Brenham, Corpus Christi, Denton, El Paso, Kerrville, Lubbock, Lufkin, Mexia, Richmond, Rio Grande, Rusk, San Angelo, San Antonio, Terrell, Vernon, Waco, and Wichita Falls. Services include reading X-rays and EKGs with appropriate clinical history and preliminary physician reports, identifying any abnormality and recommending treatment. The contractor must maintain The Joint Commission accreditation, Medicare certification, and all required federal, state, and local licenses; provide quarterly updates of all licensed Texas providers to HHSC; and credential and privilege all providers according to Medicare Conditions of Participation. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response requirement for service calls and one-hour response for emergency requests.

Minimum experience is five years of relevant experience for the contractor and all assigned personnel. The contractor must carry workers' compensation insurance, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000. Pricing must be firm and fixed for the contract life using the provided pricing sheet, covering labor, equipment, materials, and supplies; contractors may request Consumer Price Index adjustments only if the contract includes renewals.

The initial contract term runs September 1, 2026 through August 31, 2027, with three one-year renewal options and one extension option of up to one year. Bidders must submit per-read rate quotations for radiology reads, cardiology reads, X-ray over-reads, and EKG over-reads. A Historically Underutilized Business Subcontracting Plan is encouraged but not required. Award is contingent upon executive commissioner approval, and HHSC reserves the right to make single or multiple awards based on best value. Bidders must complete Exhibits A (Affirmations), C (Pricing Sheet), and D (Bidder Reference Form); Exhibit B-1 (Security and Privacy Inquiry) is optional but strongly recommended given mandatory compliance with Texas HHS confidential information safeguards including HIPAA security requirements within 30 days of signature and other confidential information safeguards within 90 days.
