About this opportunity
The South Carolina Forestry Commission is soliciting bids for herbicide application services on Francis Marion National Forest under IFB for site preparation of recently harvested forest stands, with bids due August 12, 2026 at 2:00 p.m.
The scope covers ground application of herbicide to thirteen stands totaling 373 acres of vegetation less than 6 feet tall using backpack sprayers. The herbicide is Garlon XRT (triclopyr) at 4 ounces per gallon of mix applied at an anticipated rate of 10 gallons per acre. All work must be completed no later than October 2, 2026, with performance at Francis Marion Ranger District.
South Carolina commercial pesticide applicator licensing is mandatory, and bidders must demonstrate experience in ground application of forestry-related herbicides. The contractor must provide all materials, labor, equipment, and supervision. A written performance guarantee requiring 95 percent control of labeled woody species by September 30, 2027 is required; failure to meet this standard obligates the contractor to retreat the area at no additional charge.
Pricing shall be submitted on a cost-per-acre basis with unit prices for each line item. The contract term is two months from the effective date with no renewal options. Funding derives from federal sources administered through the US Forest Service, and all expenditures must comply with 2 CFR 200. Award is contingent upon US Forest Service approval, and the solicitation may be canceled if approval is not obtained. Invoices are paid Net 30 following verification of work completion by the SC Forestry Commission and US Forest Service.
Questions are due August 5, 2026 at 11:00 a.m. No pre-bid conference is scheduled. Award notification will be posted August 13, 2026. Attachment A provides site preparation and planting vicinity maps for the project area.
