About this opportunity
The City of Jacksonville, Florida's Municipal Code Compliance Division is requesting proposals for heavy debris removal and lawn maintenance services under RFP 18068-26, with proposals due August 20, 2026 at 4:00 PM EST and a mandatory pre-bid conference on August 6, 2026 at 10:00 AM via Microsoft Teams. A 20% Jacksonville Small and Emerging Business (JSEB) participation goal applies, with current JSEB certifications required at bid opening.
The scope covers debris removal and lawn maintenance services for municipal code enforcement abatements, with the City seeking one contractor capable of responding to requests on an as-needed basis. Contractors must provide proof of applicable local business licenses, current insurance certificates naming the City of Jacksonville as additional insured, and evidence of OSHA compliance and safety programs.
The initial contract term is one year with three one-year renewal options, subject to approval by both the contractor and the City. Pricing must remain firm for the first contract year; subsequent escalations or de-escalations are limited to changes documented by the Consumer Price Index or industry-wide increases and require city approval. The City is tax-exempt; no state or local sales taxes should be included in quoted prices.
Award will be made to the highest-ranked, responsive, and responsible bidder based on multiattribute scoring across ten evaluation criteria weighted as follows: relevant experience and qualifications (25 points), technical approach and work plan (20 points), staffing and equipment resources (20 points), past performance and references (15 points), safety program and regulatory compliance (10 points), and price proposal (10 points).
Contractors must submit bid security as a bid bond or certified check equal to 5% of the bid amount, along with performance and payment bonds equal to 100% of the contract amount. Questions are due August 12, 2026 at 4:00 PM. Proposals are limited to 30 pages excluding appendices.
