About this opportunity
The New Mexico State Purchasing Division (SPD) in cooperation with the New Mexico Health Care Authority (HCA) is requesting proposals to establish one or more statewide price agreements (SWPA) for health and human services consulting and support services, with proposals due August 31, 2026 at 3:00 PM MST/MDT.
The scope encompasses specialized consulting requiring subject matter expertise and advanced technical, clinical, actuarial, or analytical capabilities across program design and development, policy interpretation and regulatory compliance, strategic planning and advisory services, program evaluation and performance improvement, stakeholder engagement and communication, and training and knowledge transfer. Services support complex health and human services programs and policy initiatives. All services must be performed by personnel physically present in the United States.
Pricing is submitted on a fully loaded maximum hourly rate basis (Cost Response Form, Appendix D) inclusive of travel, per diem, fringe benefits, and overhead. The SWPA is available to all state agencies and local public bodies on an "as needed, if needed" basis with no guarantee of work volume. The contract term is two years with an option to extend for two additional years, for a maximum of four years under New Mexico Procurement Code Section 13-1-150.
Evaluation of 500 maximum points comprises 400 points for technical specifications (Executive Summary, Organizational References, and Mandatory Specifications addressing qualifications, breadth of service capabilities, and approach/methodology) and 100 points for cost. Offerors must achieve a minimum total score of 300 points and receive a "pass" rating on all pass/fail components to qualify for inclusion.
The procurement may result in multiple awards. All proposals require a signed Letter of Transmittal Form, Campaign Contribution Disclosure Form, Financial Stability documentation appropriate to business size, and organizational references submitted directly to designated evaluators by stated deadlines. Awarded contractors must submit quarterly sales reports and pay an administrative fee to SPD; failure to comply may result in contract cancellation. Professional services agreements exceeding $5,000 are subject to review by GSD's Contracts Review Bureau and may not modify SWPA terms. Written questions are due August 11, 2026 with responses by August 14, 2026. Finalist selection is anticipated September 11, 2026, with contract awards by September 21, 2026.
