About this opportunity

Sacramento County is requesting bids on the Hazel Avenue at US 50 Interchange Improvement Project - Segment 1, a major highway infrastructure construction contract with electronic bids due September 24, 2026 at 2:00 p.m. Pre-bid questions are due September 16, 2026 at 4:00 p.m., and no pre-bid meeting is scheduled. This is a federally-assisted project subject to Title VI non-discrimination assurances, FHWA Form 1273 required contract provisions, and California prevailing wage requirements.

The scope encompasses widening the Hazel Avenue overcrossing of U.S. 50, modifying westbound on- and off-ramps to incorporate a shared-use path, constructing a retaining wall at the eastbound loop on-ramp, and widening U.S. 50 between Alder Pond and Folsom Boulevard to add an eastbound auxiliary lane. The approximately 210 line items cover roadway excavation and backfill, structural concrete work, asphalt paving, bridge construction and materials, drainage systems, landscaping and erosion control, traffic control, signage, and electrical systems. Geotechnical reports document subsurface soil conditions, groundwater elevation at 121 feet, and non-corrosive soil classifications; the contractor must address asbestos-containing materials and lead-containing paint management, aerially deposited lead removal, stormwater pollution prevention, and coordination with utility relocations including AT&T telephone work scheduled for December 31, 2026.

The estimated construction cost is $28.5 million. Award will be based on the base bid only, without consideration of additive or deductive items. Bidders must submit a bid guarantee of at least 10 percent of the aggregate bid amount and secure Performance and Payment Bonds each equal to 100 percent of the contract price. The successful contractor must hold a General Engineering Contractor, Class A license and register all subcontractors with the California Department of Industrial Relations. Insurance requirements include General Liability of $25 million per occurrence and aggregate, Automobile Liability of $2 million combined single limit, and Contractor's Pollution Liability of $1 million per occurrence and aggregate if hazardous materials are encountered. The contractor must perform at least 30 percent of the total original contract price with its own organization. The project is subject to Buy America provisions, California SB 1383 recycled materials and organic waste compliance, and California Air Resources Board Advanced Clean Fleets regulations for vehicles over 8,500 pounds gross vehicle weight rating. The three lowest bidders must submit Escrow Bid Documents by 4:00 p.m. on the fifth calendar day after bid opening.
