About this opportunity
The Virginia Department of Transportation is soliciting bids to establish an on-call contract for hazardous, non-hazardous, and universal waste transportation and disposal services across the Lynchburg District, with bids due October 20, 2026 at 2:00 PM EDT. This solicitation is set-aside for award priority to DSBSD-certified micro and small businesses.
The scope covers removal and proper disposal of aerosol cans, gasoline filters, oily rags, antifreeze, and petroleum-water mixtures, plus servicing of oil/water separators, floor sumps, and grit chambers at four primary repair shops and approximately 25 fuel and auxiliary sites within a 10-county area and one city. The contractor must respond to service requests within 10 days of receiving a purchase order under normal conditions and provide 24-hour emergency response capability when required. All work must comply with applicable state and federal regulations, with waste characterization documentation provided within 30 days of removal.
The contract runs from award through one year, with four optional consecutive one-year renewal periods. Pricing is on a firm unit-price basis for each line item, including all labor, equipment, transportation, and administrative expenses. VDOT will award to the lowest responsive and responsible bidder based on grand total cost.
All bidders must submit a Small Business Subcontracting Plan unless certified as small business by the Department of Small Business and Supplier Diversity. Bidders using subcontractors must identify portions designated for DSBSD-certified small businesses. Contractor must maintain workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate with VDOT as additional insured), and automobile liability ($1,000,000 combined single limit if required). Prevailing wage requirements apply; E-Verify is required if employing more than 50 employees on contracts exceeding $50,000. Questions are due October 14, 2026 at 5:00 PM EDT. Virtual public bid opening follows at 2:30 PM EDT on October 20.
