About this opportunity

The California Department of Public Health, Facility Management Division in Richmond is requesting bids for hazardous waste removal services, with bids due September 29, 2026. The contract is subject to California's mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement of a minimum 3 percent on all contracts exceeding $5,000; proposals without this minimum participation will be deemed non-responsive.

The scope includes packaging, labeling, transportation, and disposal or recycling of hazardous waste generated from laboratory operations, routine maintenance, emergency response cleanups, and other facility activities at the Richmond facility. The contractor must supply all labor, equipment, transportation, and materials including drums, packing materials, and labels. Routine pickups occur three times per fiscal year with an option for a fourth. The contract includes an initial facility cleanup to be completed within ninety days of contract start, ongoing waste classification and handling consultation, and immediate emergency response within four hours of notification. Hazardous waste must be delivered to a Treatment, Storage, and Disposal Facility or recycling facility within forty-five days of the hazardous waste log provision. The facility operates as a Small Quantity Generator with an estimated maximum of 6,000 kilograms of chemical hazardous waste onsite at any time.

The contract term runs from November 2, 2026 through November 1, 2029. The State intends to make a single contract award to the most responsive and responsible firm offering the lowest cost. All proposals must comply with California law, 40 CFR Part 261, U.S. Department of Transportation standards, U.S. Environmental Protection Agency requirements, and California Department of Toxic Substances Control regulations. Questions should be directed to David Silva at the Centralized Contract Services Unit.
