About this opportunity

Leon County is soliciting bids for hazardous waste disposal services under ITB BC-2026-027, with proposals due September 22, 2026 at 2:00 p.m. and questions due September 4, 2026 at 4:00 p.m. The critical eligibility filter is active TSDF (Treatment, Storage, and Disposal Facility) licensure; bidders must hold current EPA authorization and Florida Department of Environmental Protection Hazardous Waste Transporter Registration at bid submission and throughout the contract term.

The scope includes pickup, transport, and disposal of general hazardous waste from the Leon County Hazardous Waste Center at 7550 Apalachee Parkway, Tallahassee, Florida, plus identification, inventorying, packing, marking, labeling, manifesting, and disposal of unknown materials. Ten to fourteen pickups annually are anticipated, scheduled within two weeks of manifest notification. The bidder must coordinate with the County to meet DOT, OSHA, RCRA, and FDEP requirements; may be asked to accommodate up to three additional lab-pack containers with 48 hours' notice or up to six additional bulk-pack containers on shipment day. Pricing is due for each disposal unit type—solidification, treatment, fuel blending, reclamation, incineration, neutralization—across hazardous-waste categories ranging from non-regulated materials (latex paint, cooking grease) to hazardous liquids, pesticides, flammables, arsenic compounds, cyanides, oxidizing agents, corrosives, aerosol cans, propane tanks, and fire extinguishers.

The contract term runs November 1, 2026 through October 31, 2027, with automatic renewal for up to four additional one-year periods unless Leon County provides 30 days' written non-renewal notice. Compensation is unit-price based on actual usage. The awardee must maintain comprehensive insurance: $1 million general liability combined single limit, $1 million automobile liability combined single limit, statutory workers' compensation with $500,000 employer's liability, and $1 million per occurrence / $2 million annual aggregate pollution liability, naming Leon County as additional insured. The County may terminate without cause on 30 days' notice or immediately for cause. Bids are submitted electronically via OpenGov and must include EPA Identification Number, FDEP registration, detailed disposal-site inventory, drug-free workplace certification, non-collusion affidavit, E-Verify enrollment verification, and immigration-law compliance documentation. Award goes to the lowest responsive, responsible bidder.
