About this opportunity

Wake County, North Carolina is requesting qualifications from North Carolina Certified Industrial Hygienist consulting firms to provide hazardous materials testing, design, and monitoring services for County-owned buildings on an as-needed basis, with proposals due November 6, 2026 at 2:00 p.m. under RFQ #26-093. North Carolina Industrial Hygienist certification is a mandatory qualification filter.

The scope encompasses identification, assessment, and safe remediation of hazardous materials including asbestos, lead paint, and mold in facilities ranging from partial floors to entire multistory buildings. Services include building assessments, bulk material sampling and laboratory testing, remediation planning, bidding-document preparation, cost estimation, air monitoring, construction administration, inspections, and property due diligence investigations prior to acquisition. An architect or engineer will complete conceptual design before the industrial hygienist engages; coordination between both disciplines is required.

Wake County intends to select a minimum of two and maximum of three consulting teams. Compensation for basic services will be negotiated individually for each work assignment through contract amendments; additional services are compensated at hourly rates specified in consultant fee schedules. Reimbursable expenses include postage, reproductions, photography, and long-distance communications directly attributable to projects, with no markup permitted. The consultant must maintain Professional Liability Insurance with minimum $1 million per occurrence and $2 million aggregate, plus Worker's Compensation, Commercial General Liability, and Automobile Liability coverage.

Proposals must not exceed 20 pages single-sided (10 double-sided) and include organizational structure, team resumes, at least five comparable project examples with references, detailed testing and design methodology, quality assurance approaches, cost control strategies, and comprehensive fee schedules. Questions are due October 23, 2026; County responses follow October 28. Selection Committee reviews occur November 20, with short-listed firms notified November 23 for interviews on December 3. Final selections and contract issuance are expected by December 18, 2026.

Opportunity text

The services of an industrial hygienist are needed to identify, develop and implement plans for assessing and safely removing hazardous materials. Projects may vary in size from a portion of one floor to an entire multistory building. An architect or engineer will complete a conceptual design to better define the scope of work prior to an industrial hygienist being involved. Communication and coordination between the architect/engineer and the industrial hygienist will be very important. Additionally, prior to acquiring an existing property, the County may render the services of an industrial hygienist to investigate the presence of hazardous materials and provide recommendations for remediation.
