About this opportunity

The Equipment Leasing Authority of the City of Pittsburgh, on behalf of the Pittsburgh Bureau of Fire, is requesting proposals for one Hazardous Materials Battalion Chief Apparatus—a four-door pickup truck designed for hazardous materials response operations—under RFP 2026-RFP ELA-182, with proposals due August 31, 2026 at 3:00 p.m. and written questions due August 24, 2026. The apparatus must be manufactured in the United States with all principal components assembled in a North American assembly plant, consistent with Pennsylvania Procurement Code Title 62 Pa C.S.A. 3734.

The scope specifies a 2026 Chevrolet Silverado 2500HD with 4-wheel drive crew cab configuration, equipped with emergency warning lights, electronic siren, thermal imaging camera, gas detection equipment charging stations, and mobile data terminal mounting systems. All manufacturing and assembly must occur at the contractor's facility with no subcontracting of interior fabrication, electrical wiring, or graphics installation permitted. The apparatus must comply with NFPA 1900, OSHA, FMVSS, DOT, and PennDOT regulations. All fasteners must be stainless steel with electrolysis corrosion control applied to high-corrosion exterior areas.

Proposals must include evidence of a minimum ten-year operational history, references of at least five similar apparatus constructed, delivery timeline estimates, and pricing for one unit with detailed breakdowns by major component phases. Proposals are encouraged to include multiple unit purchase discounts, pre-payment options with performance bonds, and multi-year contract pricing for a minimum three-year term. All prices are firm and fixed with no escalation clauses permitted.

Warranty requirements include 24-month coverage on the chassis, 36-month bumper-to-bumper coverage, five-year engine warranty or 100,000 miles, and 10-year LED lighting warranty, with all repairs completed within 30 calendar days. The contractor must maintain 24/7 factory support and provide an authorized service facility within four hours' driving distance of Pittsburgh with indoor, heated service capability and mobile service vehicles. A preconstruction conference and factory inspection are required, with all costs borne by the contractor. Delivery time is identified as a critical evaluation factor, with late delivery penalties to be negotiated. A bid bond of 5 percent of total bid amount, plus performance and payment bonds each equal to 100 percent of the contract amount, are required. Proposal review and contract award are anticipated in September 2026.
