About this opportunity

Miami-Dade Water and Sewer Department is requesting bids for hauling and disposal of dewatered biosolids from two wastewater treatment plants under ITB0000026, with bids due July 23, 2026 and a mandatory pre-bid conference and site visit on July 8, 2026 at 1:00 p.m. at the Central District Wastewater Treatment Plant on Virginia Key (with concurrent Microsoft Teams webcast access). The solicitation is restructured into two separate groups to enhance operational flexibility and reduce service interruption risk — Group 1(A) handles 150–250 tons daily (39,000–65,000 tons annually), and Group 1(B) handles 100–150 tons daily (26,000–39,000 tons annually), with up to two contracts awarded simultaneously.

Scope covers hauling and disposal of Class B and Non-Class B dewatered biosolids by any legal and approved method under Florida Administrative Code Chapter 62-640, including composting, offsite Class AA treatment, land application, landfill disposal, or other lawful methods. Bidders must provide pricing per wet ton for all mandatory line items within their respective group; separate base prices are required for the initial five-year term and the five-year renewal period. Bidders must possess USDOT and FDEP licenses and permits, provide two customer references, demonstrate minimum hauling capacity, submit detailed equipment lists with CDL-certified drivers, and submit operational and contingency plans. A performance bond equivalent to 100% of annual contract value and comprehensive insurance (including $1,000,000 minimum Commercial General Liability and Pollution Liability coverage, and $3,000,000 minimum Umbrella coverage) are mandatory.

The initial contract term is sixty months with one optional five-year renewal at the County's discretion. Initial contract prices remain fixed for at least twelve months from solicitation end date; thereafter, prices may be adjusted by Consumer Price Index for All Urban Consumers (CPI-U) for water and sewer and trash collection services, or alternative indices if the primary index becomes unavailable. A temporary fuel surcharge may apply if U.S. Energy Information Administration diesel prices for the Lower Atlantic region exceed $5.50 per gallon for thirty consecutive days. Award is made to the lowest priced responsive and responsible bidder per group based on combined total value of initial term and renewal period. The County guarantees a minimum annual allocation of 2,600 loads (approximately 65,000 tons) across both groups, with minimum allocations of 1,800 loads to Group 1(A) and 800 loads to Group 1(B); actual quantities may vary based on operational needs.

Opportunity text

The purpose of this Solicitation is to establish Contract(s) for the hauling and disposal of dewatered biosolids produced at Miami-Dade County (County) Central District Wastewater Treatment Plant (CDWWTP) on Virginia Key and North District Wastewater Treatment Plant (NDWWTP) at Interama, both managed by the Miami-Dade Water and Sewer Department (WASD). The County is re-advertising the services previously solicited under Group 1 of Solicitation No. EVN0037379, which was rejected by the Board of County Commissioners (Board) to allow the County to reassess and update the solicitation following the adoption of significant changes to Florida Statutes and regulatory requirements governing biosolids management. The previous Group 1 has been restructured into two separate groups, Group 1(A) and Group 1(B), to enhance operational flexibility, increase competition, and reduce the risk of service interruption associated with biosolids hauling and disposal operations. Both groups consist of the hauling and disposal of Class B and Non-Class B biosolids by any legal and approved method for material produced at CDWWTP and NDWWTP. Accordingly, up to two contracts may be established to fulfill the Countys critical logistics, hauling, and disposal requirements. Services may include, but are not limited to, the processing of Class B and Non-Class B biosolids for beneficial uses such as composting, offsite Class AA treatment, land application, landfill disposal, or any other lawful disposal method, in accordance with Chapter 62-640, F.A.C., and all applicable federal, state, and local laws, rules and regulations. The Awarded Bidder(s) shall provide hauling and disposal of dewatered biosolids (Class B and non-Class B), generated at the Countys Central District Wastewater Treatment Plant (CDWWTP) located on Virginia Key, and the North District Wastewater Treatment Plant (NDWWTP) located at Interama. Services may include, but are not limited to, processing Class B and Non-Class B biosolids for beneficial uses, such as composting, offsite Class AA treatment, land application, Class I landfill disposal, or any other legal and County-approved method for the disposal, in accordance with Chapter 62-640, F.A.C., and all applicable laws, rules and regulations. The Solicitation is divided into two groups to fulfill the Countys critical hauling and disposal requirements: Group 1(A): Hauling and Disposal of Class B and Non-Class B Biosolids (6 10 loads per day) by Any Legal Method, Produced at CDWWTP and NDWWTP. Group 1(B): Hauling and Disposal of Class B and Non-Class B Biosolids (4 6 loads per day) by Any Legal Method, Produced at CDWWTP and NDWWTP. Both groups cover the same material types and facilities. The groups are differentiated by daily load capacity not by material classification. Both Awarded Bidders shall operate concurrently, each maintaining the capacity to haul their respective daily maximum load allocation on every operating day.
