About this opportunity

The City of Hartford, Connecticut is requesting proposals for design, development, and deployment of a public-facing website and event scheduling platform for the Hartford AI Action Lab, with responses due September 22, 2026 at 2:00 p.m. Equal Employment Opportunity certification is mandatory; prevailing wage and Hartford resident employment goals apply to construction and infrastructure work, though this solicitation is digital services–focused.

The scope includes a responsive public-facing website with specified sections (home, about, team, visual events calendar, event request form, contact form, FAQ, news/press, map, Hartford Innovation History); an event scheduling platform replacing Google Forms with structured workflow; design and branding development including logo and logotype; and technical implementation with client-ready content management system, hosting, and support and maintenance services. Respondents must submit itemized or phased cost breakdowns, development timelines with milestone delivery, portfolio examples, team composition and roles, maintenance and support terms and pricing, and any recommended scope additions or alternatives.

The contract term is one year with potential for up to three extensions subject to performance and available funding. The City will evaluate proposals on price, technical approach, relevant portfolio and past performance, team composition and capacity, and support and maintenance terms. A Bid Bond of 10% is required with submission; Performance and Payment Bonds at 100% of contract value are required upon award if the contract exceeds $50,000. Respondents must comply with City of Hartford tax obligations, Equal Employment Opportunity certification, and insurance requirements of $1,000,000 Commercial General Liability and Professional Liability coverage. Questions must be submitted electronically within 72 hours of the deadline, with responses posted within 24 hours. Responses must remain valid for 90 days from the bid due date. The City is exempt from sales and use taxes and reserves the right to reject any or all proposals or negotiate changes to terms.
