About this opportunity
The State of Missouri, Office of Administration, Division of Purchasing, is requesting proposals for hardwood lumber on behalf of the Department of Corrections, Missouri Vocational Enterprises for delivery to five state correctional facilities, with proposals due October 13, 2026 at 2:00 p.m. Central Time (Amendment No. 02 extended the deadline from October 6). Electronic submission through MissouriBUYS (MOVERS) is mandatory; hardcopy, email, and hand-delivered proposals are not accepted. A 10% preference applies to products manufactured or produced in the United States under the Domestic Products Procurement Act.
Hardwood lumber will be delivered to Jefferson City Correctional Center, Northeast Correctional Center, South Central Correctional Center, Southeast Correctional Center, and Missouri Vocational Enterprises Distribution Center. All deliveries must be FOB Destination, Freight Prepaid and Allowed, with contractor-provided unloading at state docks, limited to business hours (8:00 a.m. to 3:00 p.m., Monday–Friday), and completed within thirty calendar days of order receipt. All lumber is subject to moisture meter and stress testing; rejected shipments must be replaced by the contractor within twenty calendar days at no additional cost.
Historical usage under the previous contract (CC231535001) ranged from approximately $41,000 to $297,000 annually across fiscal years 2023–2026. Pricing shall be firm and fixed based on kiln-dried net tally price from the Hardwood Market Report for the Saturday prior to RFP issue date, with vendors submitting adjustment prices per board feet for line items 1–22 and percentage discounts for percentage-off items (line items 23–24). Cost evaluation will extend calculated totals by three to represent the three-year contract period (one year from award with two optional one-year renewals).
Organizations for the Blind and Sheltered Workshops may receive five to fifteen bonus points if providing commercially useful services valued at the greater of $5,000 or 2% of total contract value. Vendors must demonstrate compliance with Missouri tax requirements, Secretary of State registration, anti-discrimination certification against Israel boycotts (if applicable), and conflict of interest certifications.
