About this opportunity

The Missouri Office of Administration, Division of Purchasing, is requesting proposals for hardwood lumber on behalf of the Department of Corrections, Missouri Vocational Enterprises at multiple state locations, with proposals due October 13, 2026 at 2:00 p.m. Central Time under RFP STATE 0000000563SL (Amendment No. 01).

Vendors must be registered in "Prospective" or "Spend Authorized" status in MissouriBUYS/MOVERS to submit and must achieve "Approved" status in WebProcure/Proactis and "Spend Authorized" status in MOVERS to be considered for award. All proposals must be submitted electronically through MissouriBUYS.

Hardwood lumber is required at Jefferson City Correctional Center, Northeast Correctional Center, South Central Correctional Center, Southeast Correctional Center, and the Missouri Vocational Enterprises Distribution Center throughout the state. All lumber must be shipped FOB Destination, Freight Prepaid and Allowed, with delivery within thirty days of order receipt to state agency dock locations. All materials are subject to moisture meter and stress testing; the contractor must replace defective materials within twenty days at no cost to the state.

Pricing is firm and fixed, calculated by adding or subtracting quoted adjustment prices per board feet to the kiln-dried net tally price published in the Hardwood Market Report for the Saturday prior to the RFP issue date, multiplied by estimated quantities and then by three to calculate a three-year evaluation period. Historical expenditures for the previous contract (FY2023–FY2026) totaled approximately $723,000. The contract term runs from award through one year, with Division of Purchasing retaining the right to renew for two additional one-year periods.

Vendors must comply with the Domestic Products Procurement Act (Buy American) and may earn a ten percent preference for American-made products. Service-disabled veteran business enterprises and honorably discharged veteran enterprises may each receive three bonus points if properly certified. Vendors utilizing Organizations for the Blind or Sheltered Workshops in an amount equal to at least two percent or $5,000 of total contract value may receive five to fifteen bonus points. Amendment No. 01 removed line items 2–4 from the original pricing page and corrected "Popular Lumper" to "Poplar Lumber."
