About this opportunity

The Missouri Office of Administration, Division of Purchasing is requesting proposals for hardwood lumber to support the Department of Corrections, Missouri Vocational Enterprises at five correctional facilities throughout the state, with proposals due October 6, 2026 at 2:00 p.m. Central Time. Bonus points and price adjustments favor Missouri Veteran Business Enterprises (3 evaluation points), Organizations for the Blind or Sheltered Workshops (5–15 evaluation points), and domestic products under the Domestic Products Procurement Act (10 percent price adjustment).

Vendors must be registered as "Approved" in MissouriBUYS and "Spend Authorized" in MissouriBUYS powered by MOVERS to be eligible. Business compliance requirements include Missouri tax compliance certification, Missouri Secretary of State registration, anti-Israel boycott certification for companies with ten or more employees, and employee conflict-of-interest documentation. Hardwood lumber is to be delivered to Jefferson City Correctional Center, Northeast Correctional Center, South Central Correctional Center, Southeast Correctional Center, and Missouri Vocational Enterprises Distribution Center; all deliveries must be completed within thirty calendar days of order receipt and include moisture meter testing and stress testing, with replacement of defective items required within twenty calendar days at no cost to the state.

The contract period runs from award through one year, with two optional one-year renewal periods at the state's sole discretion. Historical usage data from FY2023–FY2026 shows annual expenditures ranging from approximately $41,000 to $297,000, though the state makes no guarantee regarding order quantities. Evaluation awards a maximum of 200 cost evaluation points to the lowest responsive vendor; pricing is evaluated using a cost formula that adjusts quoted prices against published Hardwood Market Report prices for the Saturday prior to the RFP issue date, with extended totals multiplied by three to calculate full contract period cost. Invoicing is required on a weekly basis with payment due within thirty calendar days of invoice receipt. The state reserves the right to terminate for convenience with thirty calendar days' notice or to cancel for breach with an opportunity to cure within ten business days.
