About this opportunity
The State of Louisiana Office of State Procurement is requesting bids on behalf of the Department of Public Safety Office of State Police for five handheld substance identification analyzers, with bids due August 19, 2026 at 10:00 a.m. Central Standard Time. The solicitation specifies the ACT TacticID-Mobile by Metrohm or an equivalent product as the reference device, a single-source specification that narrows the competitive field.
The scope calls for portable, non-destructive identification devices for controlled dangerous substances, precursors, cutting agents, explosives, and unknown substances. Required specifications include 1064 nm excitation wavelength or equivalent technology, adjustable laser power of 25–250 mW, spectral range of 176–2500 cm⁻¹, a minimum 5-inch high-resolution color touchscreen display, an onboard substance library containing at least 20,000 identifiable materials with manufacturer-supported updates, Wi-Fi, Bluetooth, and USB connectivity, and a rechargeable battery system. Vendors must provide initial training for agency personnel and include a minimum two-year manufacturer's warranty. Bidders must specify the brand and model of products offered and submit descriptive information sufficient for the State to evaluate quality, suitability, and compliance with specifications.
The State reserves the right to award the contract on an individual basis to the lowest responsive, responsible bidder and may reject individual line items from the award. Bid prices must be complete, including all applicable taxes and prepaid transportation F.O.B. Destination, and must remain firm for a minimum of 30 days following submission and for the contractual period if accepted. Payment will be made within 30 days after receipt of a properly executed invoice or delivery, whichever is later. All bids must be submitted online via the LaGov Vendor Portal; newly registered vendors should include a W-9 form. For bids of $25,000 or more, vendors must certify that the company is not suspended or debarred by the General Services Administration. Corporations and limited liability companies must be registered and in good standing with the Louisiana Secretary of State. Contact State Procurement Analyst Braylon Louis at 225-342-5464 or Braylon.Louis@la.gov.
