About this opportunity

The City of Norfolk, Virginia Department of Public Works is requesting sealed bids for professional design and phased construction to rehabilitate the concrete bulkhead at The Hague, with bids due electronically by 4:00 PM on August 7, 2026 and a mandatory pre-bid meeting on July 8, 2026 at 10:00 AM via MS Teams.

The scope comprises a base bid for north bulkhead rehabilitation and three additive bids for south bulkhead rehabilitation, north pavement restoration, and south pavement restoration. Work quantities include 363 extraction piles, 8,725 linear feet of timber piles, 2,060 cubic yards of excavation, 419 cubic yards of hydraulic concrete, and site restoration and landscaping items. The project objective is to replace failing concrete sections and ensure structural integrity and public safety.

The contract duration is 700 consecutive calendar days total — 450 days for base work plus 250 days for additive work — from the Notice to Proceed, with work commencing within ten days of that notice. Liquidated damages are assessed at $1,000 per day for delays beyond the scheduled completion date. Virginia Contractor registration is mandatory; Class A licensing is required if the contract exceeds $120,000 or annual work volume exceeds $750,000. A 5 percent bid bond, certified check, or cashier's check is required at submission, and the successful bidder must provide 100 percent performance and payment bonds. Payment terms require 95 percent progress payments on the 30th calendar day after receipt of payment requests, with final payment upon 100 percent completion and acceptance of work.

Requests for Information are due by July 17, 2026. Bidding documents are available at no cost through the City's electronic portal at https://procurement.opengov.com/portal/norfolk. The City reserves the right to negotiate with the lowest responsive bidder if the bid exceeds available funds and may modify scope, reduce price, or substitute materials accordingly. The contract incorporates AIA A201-2017 General Conditions as modified.
