About this opportunity
The Port of Oakland is soliciting proposals from qualified consultants to perform groundwater investigation at the Embarcadero Cove contaminated property, with proposals due October 29, 2026. The site is regulated by the California Department of Toxic Substances Control under case number 01510021, with the Port and Pharmacia LLC identified as Responsible Parties; the resulting contract will be between the awarded consultant and the Port only.
The scope implements a DTSC-approved workplan to investigate the efficacy of a subsurface barrier wall constructed in 1994 to a depth of 30 feet below ground surface and verify its continued functionality. The site contains documented soil and groundwater contamination including separate phase hydrocarbons, pesticides, semi-volatile organic compounds, dioxins, furans, and polychlorinated biphenyls. Respondents must have demonstrated experience conducting soil and groundwater investigations at contaminated industrial properties regulated by DTSC or similar agencies, preparing environmental reports for regulatory submission, and holding or securing through subcontractors all required permits and licenses to perform the required services.
The contract is with the Port of Oakland and will be performed at Embarcadero Cove in Alameda County, California.
Opportunity text
The Port of Oakland (Port) is soliciting proposals from qualified consultants to perform groundwater investigation at Embarcadero Cove. The Embarcadero Cove site is a contaminated property regulated by the California Department of Toxic Substances Control (DTSC) under case number 01510021, with both the Port and Pharmacia LLC acting as the identified Responsible Parties. Although both parties continue to coordinate closely on environmental matters related to the site, this RFP will result in a contract between the awarded party and the Port only. The site had been leased to industrial tenants since the early 1900s, and an environmental investigation conducted in 1981 discovered contamination in the underlying soil. Further investigations identified separate phase hydrocarbons, pesticides, semi-volatile organic compounds, dioxins and furans, and polychlorinated biphenyls in both soil and groundwater. A Remedial Action Plan (RAP) was implemented in 1994 which included the construction of a subsurface barrier wall to a depth of 30 feet below the ground surface along the perimeter of the site as well as a surface cap. Regular groundwater monitoring has occurred at the site at monitoring wells located throughout the site. DTSC had requested that the efficacy of the barrier wall be investigated in order to verify that it continues to function as designed. The Port and Pharmacia LLC prepared a workplan for this investigation which was approved by DTSC on April 14, 2026. This RFP is to implement that workplan. Respondents should have experience conducting soil and groundwater investigations in contaminated industrial properties regulated by DTSC or similar agencies as well as experience preparing environmental reports for regulatory agencies. Respondents and/or their subcontractors should hold all the required permits and licenses to perform the required services
