About this opportunity

Palm Beach County Board of County Commissioners is requesting bids for grounds maintenance services at fire rescue locations under term contract IFB #26-046/ZG, with bids due October 8, 2026 at 4:00 p.m. and questions due September 23 at 4:00 p.m. A mandatory pre-bid conference is required. Local-vendor preferences apply: a 5% preference for bidders with a permanent place of business in Palm Beach County and a 5% Glades Local Preference for businesses serving the Glades area, both requiring valid Business Tax Receipts and completed Certification of Business Location forms.

The scope covers ongoing grounds maintenance at multiple fire rescue facilities throughout Palm Beach County. Deliverables and service specifications are detailed in the solicitation document (26-046-ZG).

The procurement incorporates Small Business Development (SBD) program requirements for non-federally funded portions, including mandatory completion of Schedule 1 and Schedule 2 documenting subcontractor and subconsultant participation and their SBE certification status. Post-award, primes must submit Schedule 3 with each payment request documenting subcontractor names, contract amounts, and payments to date; professional services contracts also require Schedule 3(a) with workforce percentages and work completion status. Schedule 4, notarized by subcontractors, documents actual payments made.

Bids must remain firm for ninety days from submission and throughout the initial and any subsequent contract terms. Sealed bid packages must be signed by an authorized company representative and submitted with one electronic copy in PDF format on CD or flash drive to the Palm Beach County Procurement Department, 50 South Military Trail, Suite 110, West Palm Beach, Florida. All bidders and subcontractors must register in the County's Vendor Self Service (VSS) system. Vendors are subject to criminal history records checks for unescorted facility access. Compliance requirements include drug-free workplace certification, human trafficking affidavits, E-Verify employment eligibility verification, and accessibility standards consistent with Title II of the Americans with Disabilities Act and WCAG 2.1 Level AA.
