Grits must meet these specifications: quick cooking time of 15–20 minutes (not instant), packaged in 25-pound bags, and palletized per state-specified dimensions. Products must be Kosher certified, carry a minimum six-month shelf life at delivery, and comply with USDA, NCDA, and FDA standards as applicable. The estimated annual quantity is 9,730 bags (25 pounds each), though no minimum or maximum purchase guarantee applies. Delivery must occur within 30 consecutive calendar days of purchase order receipt to the NCDAC Central Warehouse in Raleigh, NC (6:30 AM–5:00 PM ET, Monday–Thursday). Vendors are responsible for product recall and subject to delinquent delivery penalties and potential debarment for non-compliance.

The contract term is initial one year from final execution, with the State retaining an option to renew for up to two additional one-year terms upon 30 days' written notice. Vendors must provide pricing as a firm, total cost to the State including all shipping, delivery, and handling fees, held firm for 180 days from contract execution.

Submission requirements include three customer references, a completed financial certification, proof of North Carolina Secretary of State registration, and a HACCP plan upon request. Written questions are due September 15, 2026 at 4:00 PM ET; State responses are due September 17, 2026 at 4:00 PM ET. Bids open via Microsoft Teams. Award date is to be determined. The State reserves the right to reject any or all bids, make separate awards to different vendors, or cancel the solicitation if deemed advantageous.
