About this opportunity

The City of Gresham is soliciting proposals for architecture and engineering services to design enhanced pedestrian crosswalks at ten locations across Gresham under RFP 2027-12, with proposals due September 21, 2026. The City has issued a Notice of Intent to Award to Kittelson & Associates, Inc., dated September 29, 2026, indicating that the competitive phase has closed and final contract negotiation is underway.

Proposers must employ a Registered Professional Engineer and provide three references from clients for whom similar services were delivered within the last three years, including project details, completion dates, contract costs, and delivery methods. All firms must certify adequate financial resources, absence of bankruptcy filings within three years, absence of delinquent taxes exceeding $3,000, no criminal convictions or charges related to public contracts, non-discrimination in employment, and verification of no federal debarment or sanctions listings.

The scope spans project management, traffic engineering and management, design acceptance package preparation, and final plans, specifications, and estimates. Deliverables include design work for Rectangular Rapid Flashing Beacons (RRFBs) at five locations and Pedestrian Hybrid Beacons (PHBs) at four locations, with associated permanent signing, pavement markings, traffic control plans, and temporary pedestrian accessible route plans. The consultant must prepare 30%, 90%, and 100% design completion levels, with the Draft Design Acceptance Package due within six weeks of Notice to Proceed, Advance PS&E (90%) due within six weeks thereafter, and Final PS&E due four weeks prior to the PS&E submission deadline. Design must comply with the Manual on Uniform Traffic Control Devices, National Electric Code, ADA standards, and 2024 Oregon Standard Specifications for Construction. The City prefers solar power for RRFBs with integrated overhead lighting where site conditions permit. Bi-weekly coordination with the Agency Project Manager is required, along with attendance at a mandatory project kickoff meeting within ten business days of NTP and up to three Project Development Team meetings.

Professional liability insurance of not less than $1,000,000 per claim and commercial general and automobile liability insurance of not less than $1,000,000 each are required. The final contract price and payment terms have not been finalized as of the Notice of Intent to Award.
