About this opportunity
The City of Waltham, Massachusetts is requesting sealed bids on a green infrastructure retrofit project at Embassy Parking Garage, with bids due August 19, 2026 at 10:00 a.m. and a pre-bid meeting via Zoom on July 31. All bidders must be pre-qualified by MassDOT and comply with prevailing wage requirements set by the Massachusetts Commissioner of Labor and Industries — both are mandatory capability filters.
The scope encompasses replacement and installation of 12-inch reinforced concrete pipe (RCP) drain pipes (275 linear feet), precast concrete drain manholes, subsurface stormwater infiltration system, full-depth roadway reconstruction, bioretention systems, concrete sidewalks and pedestrian curb ramps, pavement markings, and associated site work across 33 line items. The contract includes estimated quantities such as 100 tons of bituminous concrete wearing course and 120 square yards of concrete sidewalks; several quantities are indeterminate. All work except milling and paving must be completed by November 15, 2026, with a contract completion period of 270 calendar days from Notice-to-Proceed. Liquidated damages are assessed at $1,000 per calendar day for work remaining uncompleted beyond the contract completion date.
Bids require 5 percent bid security via bid bond, certified check, treasurer's check, or cashier's check. The successful contractor must furnish performance and payment bonds equal to 100 percent of the contract value within five days of award notification. Written questions are due August 10 at 12:00 p.m. The contract is subject to Massachusetts General Laws Chapter 30, Section 39M, and federal provisions including Davis-Bacon wage requirements, Equal Employment Opportunity provisions, and Section 3 affirmative action requirements. The City indicates the contract may be financed in whole or in part with federal funds. Award is anticipated within 90 days of bid opening; the City retains the right to award only portions of the bid based on available funding. Bids are valid for 90 days from opening and cannot be withdrawn until that period expires.
