About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC) Division of Purchases issued a Request for Bid (RFB) for grader bolts on behalf of the Division of Equipment for Elliott County. The procurement consists of two line items: 800 units of 5/8" x 2-1/2" Grade 8 steel plow bolts with #3 dome head and coarse thread, and 200 units of 5/8" x 3" Grade 8 steel plow bolts with identical specifications, meeting SAE J429 standards and Earnest Machine specifications or approved equivalents. All items must be packaged 25 units per box and include Grade 8 hex plain coarse thread nuts, with a minimum order requirement of 50 units per order. Delivery will be made to the KYTC Division of Equipment Warehouse located at 1239 Wilkinson Boulevard, Frankfort, Kentucky. The bid was solicited on September 17, 2019, with written questions due by October 1, 2019 at 7:00 PM and Commonwealth responses provided by October 2, 2019 at 4:00 PM; sealed bids were due October 10, 2019 at 10:00 AM at the KYTC Division of Purchases, 200 Mero Street, 4th Floor, Frankfort, Kentucky 40622, with a tentative award date of October 25, 2019. Awards will be made on a best value basis using a ranking approach with 95 points allocated to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time in calendar days receives maximum points), with vague delivery terms such as "as required" or "as soon as possible" rendering bids non-responsive. Prices are quoted F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping and freight charges; prices shall remain firm for the first twelve months with only one price increase permitted during the contract period if justified by industry-wide changes and requested with thirty days' notice, and a one percent per day penalty will be deducted from invoices for each day delivery exceeds the contracted due date.

The master agreement will commence upon award and expire October 31, 2020, with options for four additional one-year renewal periods subject to written approval from both the vendor and KYTC Division of Purchases. Reciprocal preference for Kentucky resident bidders applies in accordance with KRS 45A.490-494, with qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities receiving preference equal to 20 percent and 15 percent respectively of maximum points. Bidders claiming resident bidder status must submit a notarized affidavit affirming Kentucky business registration and tax compliance for one year prior to the advertisement date. All bids must include a signed face of solicitation, completed bid information, and required affidavits, with sealed hard-copy bids only acceptable; fax and electronic submissions are prohibited, with bids to be submitted in person or by courier. No incumbent vendors or budget values are specified in the solicitation documents.
