About this opportunity
The City of Austin is requesting qualifications for professional engineering services to design and manage construction of the Gilleland Wastewater Interceptor, approximately 7,730 linear feet of 30-inch gravity sewer and 7,610 linear feet of 36-inch gravity interceptor in the western Gilleland Basin, with submittals due September 24, 2026 and a pre-response meeting on August 26.
Selected firms must be regularly engaged in municipal capital improvement projects related to wastewater infrastructure, particularly tunneling and wastewater interceptor projects, and must demonstrate knowledge and experience in wastewater collection systems, complex project management in urban and environmentally sensitive areas, and cost-effective solutions. Representation is required across civil engineering, tunnels and subways engineering, surveying services, and environmental permitting services.
The scope spans five primary tasks: preliminary engineering report (approximately 12 months), design phase including permitting and land acquisitions (approximately 30 months), bidding phase (approximately 6 months), construction phase (approximately 24 months), and warranty phase (approximately 12 months). The selected consultant will provide construction management including periodic site visits, on-site resident project representatives for geotechnical and tunneling operations, shop drawing review and approval, change order preparation, as-built drawing coordination, and pay estimate review. The City intends to perform construction phase inspection services in-house.
The professional services fee is estimated at $4 million, with an estimated total construction cost of $28 million. Subconsultant opportunities are available in geotechnical services, environmental engineering, real estate and land consulting, utility locator services, traffic and transportation engineering, structural engineering, cost estimating, and drainage engineering. Potential interviews are scheduled for November 10, 2026, with proposed City Council approval on January 21, 2027, and contract execution on February 9, 2027.
Opportunity text
This project will involve constructing approximately 7730 linear feet (LF) of 30-inch gravity interceptor and approximately 7610 LF of 36-inch gravity interceptor in the Western Gilleland Basin. The objective of this project is to provide a gravity interceptor that will eliminate the existing Coomer Path Lift Station. Conceptually, the project consists of approximately 7,800 feet of 30-inch gravity sewer and 7,600 feet of 36-inch gravity interceptor in the western Gilleland Basin. The sizing of the proposed 30 and 36-inch interceptors will be evaluated and verified based on design and stakeholder feedback about potential growth capacity. The proposed Gilleland Interceptor would allow for the gravity relief and abandonment of Coomer Path Lift Station and be able to accommodate future flows in the service area. The interceptor will convey flows from Coomer Path Lift Station and will connect downstream to the Wild Horse Interceptor at Manhole 321110.
