About this opportunity

San Luis Obispo County is requesting proposals for geotechnical engineering services to characterize subsurface conditions and support design and construction of the Cayucos Concrete Pavement & Stairs Repair Project, an oceanfront infrastructure project near Cayucos Pier, with proposals due October 8, 2026 at 3:00 p.m. A local-vendor preference applies when quality and service are equal, defined as a fully staffed office within San Luis Obispo County with a valid local business license and at least six months of prior business activity at that address.

The scope includes labor, materials, equipment, and transportation to characterize existing subsurface conditions within project limits and provide recommendations supporting design and construction of proposed improvements. The project involves replacing concrete pavement subbase, pedestrian pavement, and stairway railings; repairing retaining walls and concrete masonry site walls; extending the foundation for an existing cantilevered storage building; replacing curb, gutter, and sidewalk on the south side of the storage shed; and addressing ADA deficiencies.

The contract term is one year from award with pricing fixed throughout. Proposers must submit a technical proposal limited to 10 pages (excluding attachments and cost proposals) and are evaluated on a 100-point scale: understanding of scope of work (25 points), demonstrated expertise in similar work (20 points), understanding of critical issues (30 points), qualifications and experience of key staff (15 points), and demonstrated technical ability (10 points). Only the top-ranked firm's cost proposal will be opened; unsuccessful proposals remain unopened. The County requests fixed fees with detailed billing rates and overhead costs; all travel reimbursement must conform to the County's Travel Policy.

At least a portion of this work is prevailing-wage work under California Labor Code Section 1720 et seq., requiring the prime contractor and applicable subcontractors to be registered with the Department of Industrial Relations prior to RFP closure; failure to register results in proposal rejection. Questions are due September 30, 2026 at 3:00 p.m. Proposals must be submitted via email in Adobe PDF format to Project Manager Savannah Perez at sperez@co.slo.ca.us.
