About this opportunity
The Georgia Environmental Finance Authority (GEFA), on behalf of the Georgia Environmental Protection Division and Georgia local governments, is requesting qualified consultants to perform a Clean Water Needs Survey assessing capital investment requirements for publicly owned wastewater collection and treatment facilities, with statements of qualifications due July 24, 2026 at 2:00 PM ET.
The consultant will evaluate existing data, documentation, and projects to produce a needs assessment that determines project eligibility for Georgia's Clean Water State Revolving Fund and supports the state's collaborative Report to Congress under Clean Water Act and EPA requirements. The final scope of services will be determined through negotiation with the selected firm and may include additional related services as deemed necessary.
Evaluation is weighted as Firm's Relevant Experience and Qualifications (45%), Firm's Suitability to Provide Services (40%), and Stability and Resources (15%). Submissions must not exceed 20 printable pages in 11-point minimum font, submitted as a single PDF via email. Respondents must submit signed and notarized exhibits certifying qualifications and compliance with Georgia's Security and Immigration Compliance Act, including E-Verify authorization.
Written questions and clarifications are due July 13, 2026 at 2:00 PM ET, with GEFA providing clarifications by July 15, 2026. The Selection Committee will evaluate submissions by July 30, 2026, with a target award date of August 18, 2026. Any award is subject to funding requirements. GEFA reserves the right to reject any or all submissions, cancel the procurement without liability, and negotiate with firms in ranking order until mutual agreement is established. Communication about the solicitation is restricted to the designated Issuing Officer except when submitting questions.
Opportunity text
The Georgia Environmental Finance Authority (GEFA), on behalf of Georgia Environmental Protection Division (EPD), Georgia local governments, related stakeholders/customers, and Georgia citizens, is interested in receiving responses from firms interested in providing consulting services to perform, prepare and produce a Clean Water Needs Survey (CWNS). The purpose of the CWNS is assessing capital investment needed for publicly owned wastewater collection and treatment facilities to meet the water quality goals of the Clean Water Act (CWA), in adherence with EPA and CWA requirements, and determining eligibility of projects for the Clean Water State Revolving Fund (CWSRF) for Georgia. It is envisioned that the successful consultant will evaluate current data, documentation, and projects to produce the CWNS to appropriately and accurately report needs in a manner that will maximize the potential benefit to Georgia and assist in the state¿s collaborative Report to Congress with other states and territories.
