About this opportunity
The City of Plano, Texas is soliciting proposals for inspection, preventive maintenance, load bank testing, and repair of emergency generators at municipal facilities, with proposals due November 16, 2026, under RFP 2026-0403-AC. Awards will be made by manufacturer to manufacturer-certified, warranty service providers—a key eligibility filter.
Mandatory qualifications include manufacturer certification, Texas state licenses for electrical and mechanical work, manufacturer-trained and certified technicians, and five years of successful maintenance and repair experience with commercial or public entities on similar-scope projects. Bidders proposing generators 400 kW and above must have a licensed electrician on staff or available for subcontracting.
The scope covers semi-annual, annual, and three-year preventive maintenance visits coordinated with the City's Fleet Services division (with schedules provided at least 30 days in advance); four-hour progressive load bank testing from 25% to 100% of nameplate rating; and emergency repairs with response within four to six hours as determined by the City. Preventive maintenance is performed during facility hours (7:00 AM to 5:00 PM Monday through Friday); emergency repair availability is as-needed. Contractors must submit hourly labor rates, after-hours labor rates, travel time charges, and parts markup percentages in a Master Generator Pricing List spreadsheet; no additional rates will be accepted beyond the initial submittal.
The contract term is one three-year initial period with two automatic three-year renewals. Prior three-year spending totaled approximately $750,000, with recent annual expenditures of $32,059.14 (June 2023–June 2024), $316,970.22 (June 2024–June 2025), and $387,845.83 (June 2025–June 2026). The City currently contracts with four companies. Evaluation criteria weight qualifications and experience at 30%, service plan at 20%, added value proposals at 10%, and cost at 40%. The City reserves the right to request best and final offers and to award without negotiations.
