About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for continuing professional services to support three county airports (Marco Island Executive Airport, Immokalee Regional Airport, and Everglades Airpark) under a grant-funded engagement, with proposals due August 17, 2026 at 3:00 p.m. EST and a pre-proposal conference on July 24 at 10:00 a.m. in Naples.

Services are provided on an as-needed basis through individually negotiated Work Orders across two categories. Category A encompasses aviation planning and airport development, including master plan and airport layout plan updates, climate resiliency and sea level rise analysis, airport business and marketing planning, airspace studies, aircraft operations and traffic counts, economic development planning, FAA policy interpretation, and unmanned aircraft systems and alternative aviation fuels infrastructure planning. Category B covers airfield and airport engineering design, transportation and infrastructure engineering, water resources and utility engineering, geotechnical services, construction engineering and inspection, and right-of-way and permitting support. All services must comply with FAA Advisory Circulars (AC 150/5100-14E, AC 150/5100-17, AC 150/5300-13, AC 150/5370-10, and other current FAA guidance) and FAA Grant Assurances. The Consultant shall maintain financial records for a minimum of five years after final payment per State and Federal requirements.

Historical annual county spending on these services is approximately $250,000, though this may not reflect future patterns. Individual work assignments are capped at $7.5 million in estimated construction costs and $500,000 in professional services. Contract term is three years with two optional one-year renewals at the county's sole discretion. Work assignments within each category are distributed rotationally among selected consultants; consultants may reject one work assignment per service category per twelve-month period without penalty. Proposals are evaluated on a 100-point scale: professional personnel abilities (25 points), past performance (25 points), project approach and time/budget commitment (25 points), and current and projected workloads (25 points). Respondents must submit Attachment A: Interest Category Form to be considered responsive. Proposals must be submitted online through Collier County Procurement Services Division Online Bidding System.
