About this opportunity
The City of Charlotte/Charlotte Area Transit System (CATS) is requesting proposals for general maintenance, preventative maintenance, and repair services on equipment at CATS facilities throughout Charlotte and surrounding areas under RFP #269-2026-1783, with proposals due September 7, 2026 at 3:00 PM EST. A non-mandatory pre-proposal conference will be held August 18, 2026 at 11:00 AM EST via Microsoft Teams.
The scope encompasses emergency response with 24/7 on-call personnel availability via pager, radio, or telephone; equipment failure services; preventive and routine maintenance and repairs; and first-class condition maintenance across multiple CATS facilities. Answering machines and voice mail are not acceptable for contact purposes. The contractor must specify hourly rates separately for standard service hours (8:00 AM to 5:00 PM Monday through Friday), after-hours service (5:00 PM to 8:00 AM Monday through Friday), and weekend and holiday service. Pricing must be firm and fixed for each one-year contract period and must cover all labor, materials, supplies, equipment, tools, and services.
The contract term is three years initially with options for the City to renew for up to two additional consecutive one-year terms. The City promotes participation of minority-owned, women-owned, and small business enterprises through its Charlotte Business Inclusion program and encourages proposers to utilize certified SBE firms as subcontractors.
Contractors must provide commercial general liability insurance ($1 million per occurrence), automobile liability insurance ($1 million per occurrence for commercial vehicles), and workers' compensation insurance meeting North Carolina statutory requirements. The City retains the right to terminate the contract for convenience with thirty days' written notice.
Evaluation criteria include qualifications and experience, cost effectiveness and value, acceptance of contract terms, and Charlotte Business Inclusion efforts. Written questions are due August 14, 2026, or August 27, 2026 if submitted after the pre-proposal conference. Proposals must be submitted through the Bonfire e-Procurement Portal.
