About this opportunity
The City of Apopka, Florida is requesting bids to establish a pre-qualified contractor list for general construction services on an as-needed basis under ITB 2025-A-146A, with bids due August 6, 2026 at 2:00 p.m. and bid opening at 2:15 p.m. the same day. Incumbent contractors awarded under the original ITB 2025-A-146 are ineligible.
Work is divided into three separate lots: Lot #1 for projects valued $0–$49,999; Lot #2 for projects $50,000–$199,999; and Lot #3 for projects over $200,000. Contractors may qualify for multiple lots. The scope includes renovation, new construction, modifications, repairs, and related work across mechanical, electrical, plumbing, HVAC, security/fire systems, roofing, tile, cabinetry, carpentry, and masonry.
Contractors must hold a valid Florida General Contractor License for a minimum of three years for Lot #1 and five years for Lots #2 and #3. Lot #3 requires proof of bonding capacity. Pricing is submitted on an hourly labor-rate basis for superintendent/supervisor/foreman, tradesman/journeyman, and general laborer positions, with separate rates for standard hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.) and overtime. Subcontractors are compensated at actual cost plus markup not exceeding 5 percent; materials are marked up no more than 10 percent. For projects exceeding $5,000, the City will request secondary quotes; projects over $50,000 require a minimum of three quotes, and projects over $200,000 require quotes from all awarded contractors in Lot #3.
The initial contract term runs from the award date through May 7, 2028, with two additional two-year renewal options available by mutual written agreement and a possible six-month extension. Price adjustments may be requested annually and are limited to the percentage change in the Consumer Price Index. Liquidated damages are $500 per consecutive calendar day for failure to meet project completion schedules. Questions are due July 20, 2026 at 11:59 p.m. Tentative City Council approval is scheduled for September 2, 2026.
