About this opportunity
Southwest Ohio Regional Transit Authority (SORTA / Cincinnati Metro) is soliciting qualifications from licensed general contractors for on-call construction services under a Job Order Contract arrangement, with qualifications due October 26, 2026, and a non-mandatory pre-proposal meeting scheduled October 1 at 1:30 p.m. via Microsoft Teams.
SORTA intends to award one or more contracts, each with a not-to-exceed construction budget of $200,000 for a three-year term. No minimum volume or value of work is guaranteed. Work will be assigned through individual task orders on a time-and-materials basis, with pricing structured as fixed labor rates and individual job orders awarded on a lump-sum, fixed-price basis per project. Services include facility repairs, rehabilitation, renovation, and construction work at multiple SORTA facilities throughout Hamilton County, including bus garages, transit centers, and park-and-ride facilities. Contractors must be licensed general contractors and may engage licensed subcontractors for specialty trades such as roofing, mechanical, electrical, and plumbing work. While no formal small business participation goal has been established, proposers are encouraged to include small and disadvantaged businesses as subcontractors where feasible.
Qualifications are evaluated on firm and staffing qualifications (40%), project approach and understanding of SORTA's needs (35%), and price (25%). Contractors must demonstrate successful prior experience with similar projects for public agencies, possess qualified personnel with relevant certifications and licenses, and comply with Ohio prevailing wage requirements under Ohio Revised Code Chapter 4115. All work carries a one-year warranty. Insurance requirements include minimum coverage of $1,000,000 per occurrence for general liability, automobile, and crime coverage, plus workers' compensation at statutory levels and professional liability insurance. Questions are due October 7, 2026, with responses by October 13. Submissions are electronic through SORTA's OpenGov Procurement Portal; late submissions will not be accepted.
