About this opportunity

Miami-Dade County Department of Transportation and Public Works is requesting proposals to establish two non-exclusive Professional Services Agreements for architectural and engineering consulting services, with proposals due September 28, 2026, and a pre-submittal project briefing on August 24, 2026.

Prime consultants must hold pre-qualification and technical certification in Architecture, General Civil Engineering, and Land-Use Planning, plus specialized certifications in transportation planning, mass transit systems, highway systems, environmental engineering, structural engineering, and landscape architecture. The solicitation is subject to FTA Circular 4220.1F and Florida Statutes Section 287.055 (Consultants Competitive Negotiation Act).

The scope encompasses short and long-range planning and design services for DTPW properties, including new construction, modifications, and facility improvements. Deliverables include standards development, 3D modeling, graphics, reports, and cost estimates. Projects may address DTPW buildings, circulation systems, site development, urban context integration, landscaping, parking, ADA accessibility, life safety, operational and security enhancements, access control, and equipment specifications. Work will be assigned using a rotational methodology based on prior assignments, team capabilities, project schedules, location familiarity, and conflict mitigation. The County reserves the right to reuse work products and retain additional consultants at its discretion. No minimum work amount is guaranteed.

The estimated contract value for each agreement is $5 million, exclusive of contingencies, over a five-year initial term with a two-year extension option, or until allocated funds are depleted. Evaluation occurs in two tiers: First Tier on experience and qualifications (maximum 95 points), with shortlisted firms advancing to Second Tier oral presentations for final ranking. Questions are due September 2, 2026, at 2:00 p.m. All submissions must be made electronically through the County's INFORMS system.
