About this opportunity
The Hermitage Municipal Authority is seeking sealed bids for a Gabion Wall Repair project located in Mercer County, Pennsylvania, focusing on streambank stabilization along Bobby Run, a tributary to the Shenango River. The project involves installing approximately 170 linear feet of gabion basket wall, removing non-vegetated gravel bars, implementing temporary cofferdams and pump bypass systems, and executing comprehensive erosion and sediment control measures. Bidders must submit proposals online through PennBid.bonfire.com by 10:00 AM on January 27, 2026, with bids remaining valid for 60 days (or 120 days if delayed by governmental approvals). The successful contractor must substantially complete the project within 180 calendar days of receiving the Notice to Proceed and will be required to furnish performance and payment bonds equal to 100% of the contract price. A bid bond or certified check for 10% of the total bid is mandatory, and all bidders must complete a minimum of 50% of the work with their own forces.
The contract includes several regulatory compliance requirements, mandating that contractors adhere to Pennsylvania Prevailing Wage Act conditions, Federal OSHA regulations, and the Pennsylvania Public Works Employment Verification Act. Contractors must utilize the federal E-Verify Program to confirm employment eligibility and are prohibited from discriminating against any qualified Commonwealth citizen based on gender, race, creed, or color. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must submit multiple affidavits, including Non-Collusion, Non-Discrimination, and Worker's Compensation certifications. The project requires comprehensive insurance coverage with minimum liability limits of $2,000,000 general aggregate and $1,000,000 per occurrence. Liquidated damages will be assessed at $675 per day for failure to achieve substantial completion and $375 per day thereafter. Though a specific budget range is not provided, the complexity of the project and extensive regulatory requirements suggest a significant municipal infrastructure investment.
