About this opportunity

The Colorado Department of Human Services, Behavioral Health Administration is requesting proposals for data integration, analytics, and transformation services supporting criminal justice behavioral health programs (PREVAIL, Co-Responder, and Jail-Based Behavioral Health Services) under RFP IBEH 2027000023, with proposals due September 8, 2026, at 2:00 p.m. Mountain Time. Amendment #1 updated the proposal deadline from September 7 to September 8, 2026.

No set-aside or preference applies. Eligible applicants are public, private, and nonprofit entities with organizational capacity and expertise in data integration, management, analysis, visualization, reporting, and technical support services. Applicants must register with CORE, SAM.gov, and the Colorado Secretary of State before contract execution.

The scope encompasses operational data support within existing BHA environments — not new system development. The contractor will maintain three production dashboards, one data pipeline, and three databases; provide data integration and coordination across CiviCore, Chestnut Health Systems (GAIN assessments), Google Cloud Platform, BigQuery, and Tableau; perform data collection, cleaning, validation, and de-identification; and deliver monthly status reports. The contractor must comply with HIPAA, execute a Business Associate Agreement, handle identifiable PHI/PII before de-identification, respond to data-related inquiries within seventy-two hours, and destroy identifying data within fourteen days of task completion. The contractor will coordinate with BHA program staff and relevant stakeholders serving approximately 29 Co-Responder providers, 48 JBBS providers, and 6 PREVAIL providers, processing roughly 40,000 records annually for JBBS, 30,000 for Co-Responder, and 1,000 for PREVAIL. Remote performance within the United States is permitted; no onsite requirements exist.

Maximum funding for the initial six-month contract term (January 1–June 30, 2027) is $65,400, allocated as $23,400 for PREVAIL, $24,500 for Co-Responder, and $17,500 for JBBS. Budgets exceeding $65,400 will not be considered. The contract is anticipated to start January 1, 2027, with optional annual renewals at the State's discretion for a maximum total term of five years; renewal funding is subject to legislative appropriations and is not guaranteed. The incumbent contractor currently performs this work; knowledge transfer will occur through BHA to the awarded contractor with no separate transitional funding provided.

Evaluation criteria are organizational experience, organizational capacity, public sector and health/human services experience, multi-stakeholder data environment coordination, data integration and system coordination, reporting and data visualization expertise, and data privacy and security practices, weighted at 10 points each; budget submission is worth 30 points of 100. Proposals must not exceed five pages. Questions were due August 14, 2026, with answers published August 21, 2026. A public bid opening is scheduled for September 8, 2026, at 2:15–2:30 p.m. via Google Meet. The contract requires compliance with Colorado Department of Human Services Finance and Data Protocols, Behavioral Health Accounting and Auditing Guidelines, HIPAA, and CDHS IT provisions including annual SOC 2 Type II audits, background checks for all staff and subcontractors with access to state records, 180-day warranty on deliverables, and a 60-day encrypted download and destruction certification obligation upon termination.
