About this opportunity

The Colorado Department of Human Services, Behavioral Health Administration (BHA) is requesting proposals for Criminal Justice Behavioral Health Data Integration, Analytics and Transformation Services to support the PREVAIL, Co-Responder, and Jail-Based Behavioral Health Services programs, with proposals due September 8, 2026 at 4:00 PM Mountain Time and a public bid opening on September 7 from 4:15 to 4:30 PM via Google Meet.

The contractor must provide statewide data services with direct operational support to BHA in Denver, Colorado. Core deliverables include data integration and system coordination, data management and validation, data analysis and visualization, dashboard and report development, technical assistance, and process improvement recommendations. The contractor works within existing technical environments comprising Google Cloud Platform, BigQuery, Tableau, and Civicore case management systems. All work must comply with HIPAA requirements, execute a Business Associate Agreement, maintain HIPAA-required safeguards including FIPS-compliant encryption, undergo annual independent security assessments, and adhere to Colorado Information Security Policies issued by the Governor's Office of Information Technology. The contractor must also achieve WCAG Level AA accessibility compliance.

The maximum available funding for the initial six-month contract term (January 2027 through June 30, 2027) is $65,400. Proposals exceeding this amount will not be considered for award. The contract includes optional annual renewals at the State's discretion for a total term not to exceed five years. Budgets must identify reasonable, necessary labor costs directly related to approved services; non-allowable costs include unauthorized work, general administrative overhead, and rework due to contractor error.

Proposals are evaluated on eight criteria worth up to 10 points each—organizational experience, capacity, public sector and health/human services experience, multi-stakeholder data environment experience, data integration and system coordination, reporting and data visualization, and data privacy and security practices—plus budget submission worth 30 points. Questions are due August 14, 2026 at 4:00 PM, with responses published August 21. The RFP mandates registration in CORE, SAM.gov, and Colorado business registration before contract execution. No pre-bid conference will be held. Proposals must be submitted as zip files not exceeding five pages (excluding budget template and signature page).
