About this opportunity
The Ohio Department of Public Safety / Ohio Narcotics Intelligence Center is soliciting authorized dealers for renewal of five Chainalysis Investigations Public Gold licenses (Mfg # PAK-PUB-002) for fiscal year 2027, with bids due October 21, 2026.
Bidders must be authorized manufacturers, representatives of the manufacturer, or authorized distributors and are required to provide an authorized dealer letter; failure to provide this letter results in disqualification as nonresponsive. This is a hard eligibility gate.
The contract period runs August 30, 2026 through August 29, 2027, with potential renewal for up to twenty-four additional months at ODPS's discretion. The scope covers digital asset transaction analysis services for the Narcotics Intelligence Center's internal business purposes, governed by a detailed Scope of Work and Data Security and Privacy Terms incorporated into the master service agreement.
The contractor must obtain independent third-party security audits biennially at its own expense, implement background investigations for all personnel, align information security programs with NIST or similar frameworks, maintain data encryption standards, and report security incidents to ODPS within forty-eight hours. Records must be maintained for three years post-completion. The contractor retains ownership of deliverables and intellectual property unless otherwise specified in the Chainalysis Master Subscription Agreement.
Award will be made to the lowest responsive and responsible bidder as determined by the State, with responsibility evaluated based on bidder experience, financial condition, past performance, facilities, management capability, contract execution ability, and debarment status. Unit costs are limited to three decimal places; discounts for prompt payment do not factor into lowest-bid determination. Bids remain firm for ninety days following opening. The State makes no guarantee regarding actual purchase quantities and assumes no responsibility for bidder preparation costs. Submissions are made through OhioBuys and become public records following award, subject to exemptions for proprietary or trade secret information.
