About this opportunity
Ada County Highway District (ACHD) is requesting bids on corrosion-inhibited liquid magnesium chloride for FY27, with sealed bids due August 19, 2026 at 3:00 p.m. local time via eProcurement portal and public bid opening via Zoom. Questions are due August 12, 2026 at 4:30 p.m., with final addenda issued by August 13.
The product must meet Idaho Transportation Department specifications with a minimum magnesium chloride weight percent of 30%. Delivery is required to three ACHD maintenance yards: 440 N. Cloverdale Road in Boise, 3730 Adams Street in Garden City, and the White Pit on South Pratt Lane in Meridian. The contract operates on an as-needed basis with no guaranteed quantities; ACHD estimates approximately 600,000 gallons for comparison purposes. Delivery extends through April 30, 2027, with contract term from October 2026 through September 30, 2027.
Award is based on the lowest average price per gallon across three delivery-timeframe options: 120-hour, 72-hour, and 36-hour delivery windows. Vendors must respond to restocking orders within the specified timeframe after notification via telephone, fax, or email seven days a week throughout the winter season.
The successful bidder must submit a Safety Data Sheet with the proposal and identify three primary contacts, including a principal partner or owner with office and after-hours phone numbers. A supply bond equal to 100 percent of contract value is required within 20 calendar days of execution. Vendors must maintain Comprehensive General Liability Insurance ($100,000 per claim / $500,000 aggregate), Motor Vehicle Insurance (same limits), and Workers Compensation Insurance as required by Idaho law, with Certificate of Insurance due within 20 calendar days of execution. Liquidated damages of 3 percent per calendar day (not to exceed 15 percent) apply for late delivery. If ACHD sources product from an alternative supplier due to vendor non-performance, the original vendor must pay the price difference between the awarded bid and the alternative supplier's price. Payment terms are net 30 days from invoice. Contract execution is required within 15 calendar days of award notification.
