About this opportunity

Ada County Highway District (ACHD) is requesting proposals for light-duty vehicle maintenance and repair services for approximately 110 Commuteride vehicles under an RFP due August 26, 2026 at 3:00 p.m. local time, with questions due August 19 at 4:30 p.m.

The scope covers preventative maintenance, safety inspections, and repairs on 2018–2023 Honda Odysseys, 2015–2024 Ford Transits, and 2011–2013 Ford E-350 vans driven approximately 18,000 miles annually. Services include routine maintenance (oil and filter changes, fluid checks and fills), annual safety inspections, and repairs to brakes, suspension, tires, batteries, alignments, and shocks. The contractor must deliver 24-hour turnaround on common repairs and routine maintenance and 48-hour maximum on complex repairs without approval. All mechanics must hold Automotive Service Excellence (ASE) certification or provide equivalent training documentation. The contractor must maintain service facilities throughout the Treasure Valley (Boise, Meridian, Kuna, Star, Emmett, Nampa, Caldwell, Ontario, Garden Valley, and Mountain Home) with no single location more than 30 miles away and provide pickup and delivery across the service area.

Contract term runs through September 30, 2027, with pricing held firm for the entire period and costs including all materials, labor, disposal fees, and transportation. All work carries a 4,000-mile or 90-day warranty (whichever occurs first), with defects remedied at contractor expense within two working days of notification. The contractor must provide Workers Compensation and Comprehensive General Liability Insurance at minimum $500,000 per claim and $1,000,000 aggregate, and furnish Performance Bond and Labor-Material Payment Bond each equal to the full contract price.

Evaluation weighs proposal cost (40%), firm history and experience (30%), service locations (20%), and qualifications (10%). Contract award may be delayed up to 60 calendar days after submission, and the contract must be executed within 15 days of award. Subcontracting is permitted with the prime contractor retaining full responsibility. A final addendum deadline is August 20, 2026.
