About this opportunity

The State of Alabama Office of the Chief Procurement Officer is requesting responses for a Document Management System under the FY27-ABEC Quick Quote program, with responses due October 9, 2026.

Suppliers must be registered in Alabama Buys and submit responses electronically through that platform by the close date. All responses must acknowledge receipt of the solicitation and any amendments, certify compliance with terms and conditions, and affirm no collusion or bid-fixing. The contract is governed by Alabama law with exclusive venue in Montgomery.

The estimated contract value ceiling is $25,000 total, or a five-year term from the effective date, whichever is reached first. The contract may be renewed annually by written agreement of both parties within that cap. Suppliers must accept multiple forms of electronic payment at no additional cost to the State.

Foreign entities transacting business in Alabama must register with the Alabama Secretary of State. Suppliers employing one or more employees within Alabama must verify E-Verify enrollment prior to award and certify compliance with Alabama sales tax collection and remitting requirements under Act No. 2006-557 and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. The State is exempt from sales tax and will not indemnify suppliers.

The State reserves the right to conduct cost realism and price reasonableness analysis. Price increases are permissible only in writing and capped at 5 percent of annual contract cost. Invoices and payment inquiries are directed to the receiving agency.
