About this opportunity
Ada County Highway District (ACHD) is requesting sealed bids for approximately 10,000 tons of 3/4" aggregate material for road maintenance projects under solicitation MO27-02, with bids due July 29, 2026 at 3:00 p.m. local time through ACHD's eProcurement portal and public bid opening via Zoom immediately following. All material must be completely produced and delivered by September 30, 2027.
The material must conform to Idaho Transportation Department Section 703 Aggregate Base specifications, including 90–100% passing the 3/4-inch sieve, 45–65% passing the No. 4 sieve, 30–50% passing the No. 8 sieve, and 3–9% passing the No. 200 sieve, with at least 75% fractured faces. The contractor is responsible for crushing, screening, sampling, testing, and stockpiling operations at ACHD Schmidt Pit (5650 W. Tenmile Creek Road, Kuna, Idaho). Contractors must perform quality control testing at specified intervals (one gradation test per 1,000 tons minimum with two tests daily) and maintain daily testing records; ACHD retains the right to conduct independent quality assurance testing at any frequency and may increase or decrease quantities based on budgetary constraints.
Payment is made on a per-ton basis for acceptable material produced and stockpiled, with unit prices including crushing, screening, loading, stockpiling, sampling, testing, equipment mobilization, fuel, labor, and delivery. Liquidated damages are assessed at $500 per calendar day for failure to meet the September 30, 2027 deadline. The successful bidder must furnish a supply bond equal to 100% of contract value within 20 calendar days of execution, Comprehensive General Liability Insurance with minimum limits of $100,000 per claim and $500,000 aggregate, Motor Vehicle Insurance with the same limits, and Workers Compensation Insurance.
Questions are due July 22, 2026 at 4:30 p.m., with final addenda issued by July 23, 2026 at 4:30 p.m. Contractors should coordinate site delivery schedules with Rich Shaw, Cloverdale Superintendent, at 208-387-6352. Contract execution is required within 15 days of award.
