About this opportunity
Angelo State University, a member of The Texas Tech University System, is requesting qualifications for general contractors to manage minor renovations, additions, building modifications, and minor new construction projects in San Angelo, Texas, with statements of qualifications due September 11, 2026. Selected firms must comply with VetHUB subcontracting plan requirements and maintain a minimum of thirty percent HUB (Historically Underutilized Business) participation on each awarded project contract.
The scope covers construction services for individual projects with budgets not exceeding $250,000 per project. Selected firms will receive individual Requests for Proposals with a minimum of seven calendar days to prepare proposals. Individual project contracts will be awarded as either fixed-price (lump sum) or cost-plus-guaranteed-maximum-price arrangements under Texas Education Code 51.783, with all qualified firms solicited for project opportunities; selection for one project does not preclude consideration for additional projects based on ASU's determination of best value.
Evaluation criteria include firm experience with higher education projects, ability to provide required insurance and bonding, specific project experience, scheduling approach, quality assurance plans, response organization and comprehensiveness, accounting systems, safety and health programs, litigation history, and Experience Modification Ratings. The base term of qualification extends from the award date until September 1, 2028.
Contractors must comply with the Uniform General Conditions and Supplementary General Conditions established by the Texas Tech University System, including prevailing wage laws, bonding requirements, workers' compensation, commercial general liability insurance ($1,000,000 per occurrence minimum), builders' risk insurance equal to 100 percent of the contract sum, pollution liability insurance, and submission of certified payroll records on Form WH-347. For contracts valued at $100,000 or more, contractors must comply with iron and steel product sourcing standards under Texas Government Code 2252.201 and prohibitions on boycotting Israel. Written inquiries regarding the RFQ were due August 28, 2026. ASU will announce approved listings and awards on September 14, 2026.
